Electrons carry current in a good conductor of electricity and they are negatively charged, which makes a good electrical conductor negatively charged.

  1. Wrong, it is electrically neutral because the electrons that move about are from atom which are electrically neutral. If an electron leaves and atom the rest of the atom becomes positive, on the whole the conductor is electrically neutral.
